Primary Purpose:


Works with both public and private sector clients in obtaining land use permits and prepare environmental documents. Works with a team on planning projects and prepares related documents including applications, permit forms and environmental documents under the direction from the Director of Planning.


Essential Duties/Functions:


·        Prepare (research and write) and format technical and feasibility reports up to the final submittal stage and assist with compiling the draft and final reports; assist in directing and reviewing the preparation of reports and records by Planning Department staff.

·        Coordinate with local planning and regulatory agencies to understand requirements community concerns and development plans

·        Prepare Environmental Assessments and Environmental Impact Statements based on HRS Chapter 343 (as amended) or NEPA.

·        Apply professional competence with specialized knowledge of land use planning, community planning, and facility planning.

·        Prepare permit applications, such as:

o   Section 404 Department of Army (DA) Permit

o   Section 10 DA Nationwide Permit

o   Section 401 State Department of Health Water Quality Certification

o   National Pollutant Discharge Elimination System (NPDES) permit.

o   Special Management Area (SMA) permit

o   Shoreline Setback Variance (SSV)

o   Conservation District Use Permit (CDUA)

o   Coastal Zone Management (CZM) Consistency Review

o   Other permits that may be required for the project

·        Assist in representing the company in public meetings and meetings of the Planning Commission, Zoning Board of Appeals, and with individuals or community groups as required.

·        Develop technical studies to address issues such as siting, space optimization, area development, alternative courses of action, and project requirements.

·        Participates in conferences and meetings involving departmental programs and functions.

·        Speak effectively to individuals and groups and conduct investigations and meetings with property owners.

·        Maintain cooperative relationships with government agencies, civil organizations and the public.

Qualification Requirements:



·        `Principles, practices, purposes, scope and techniques of various phases of city planning, and the preparation, maintenance and operation of a comprehensive plan for the improvement and development of a diversified urban and suburban jurisdiction.

·        Current trends in Federal, State and local planning as they affect city planning.

·        Knowledge of urban/environmental planning practices and procedures.

·        Familiarity with urban, regional, and rural planning principles to facility assessment spectrum of land use and development options.

·        Familiarity with GIS tools in support of technical analyses.

·        Familiarity with real estate terminology, laws, practices, principles and regulations.

·        Familiarity with economic and social aspects and implications of city planning.

·        Familiarity with federal, state and local laws and ordinances relating to planning, zoning, land subdivision, and redevelopment.

·        Problem-solving, negotiation and organizational skills.

·        Written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to clients, government entities and various committees.

·        Interpersonal and public relations skills to work effectively with clients, co-workers, government officials, other customers, and community organizations.

·        Experience implementing public involvement plans and/or managing public comments preferred.

·        Experience working in diverse settings.

·        Experience and understanding with laws, rules and regulations pertaining to land use and planning within the local community.

·        Work with the graphics designer to prepare graphics for reports or presentation purposes

·        Review and comment on special studies required for a project, such as biological reports, archaeological or cultural reports, traffic studies, infrastructure studies, and other studies as may be required for the project.

·        Valid driver’s license.




·        Bachelor’s degree from an accredited college or university, with specialization in city planning, architecture, engineering, economics, sociology, geography, public administration or a related field.

·        Master’s degree from an accredited college or university in Urban/Regional Planning or related field, preferred.

·        Certification from the American Institute of Certified Planners preferred.




·        Combination of education and experience substantially equivalent to graduation from an accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, geography, public administration or a related field.

·        At least three years of professional experience in city planning or related planning activities.


Working Conditions


·        Monday through Friday. Evening and weekends as needed.

·        Occasional travel or site visits may be required.

Mental Requirements:


·        Requires alertness to respond to audio and visual cues from the environment, including computers, calculators, telephone systems and other staff members.

·        Ability to handle multiple tasks, projects, and schedules.

·        Ability to respond quickly to rush projects, multiple deadlines or emergencies.


Physical Requirements:


·        Requires sitting in office chair and typing on keyboard for periods of up to two hours without a break.

·        Ability to communicate effectively verbally, in writing, and over the telephone.

·        Occasionally requires bending and lifting/transporting of moderately heavy objects (up to 30 pounds).

·        Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, handle other computer components, and other digital devices.

·        Requires alertness to respond to audio and visual cues from the environment, including computers, calculators, telephone systems and other staff members.

·        General vision, hearing, speech, walking, and standing required. Turning, twisting, kneeling, and bending performed.
